so my house is a new construction and the manual states that in the process of building, they put a gap between the bricks every few or so feet on purpose to help the house settle within the first year. it says it's called 'control joint' or something.

my dad, while I wasn't home, went ahead and covered some of these gaps with cement because he thought ants were coming in the house through the gaps....he didn't do all the gaps, just about 4 or 5 gaps at the bottom.

my first question is, should I be worried and try to get rid of the cement? or is it minor and I should just leave it and not let him do anymore and it should be fine???
 
Yes, they are Control Joints.
They do not "help the house settle", rather they are in place so that when the house inevitably does settle, these joints should take the expansion/contraction without causing the mortar to crack.
Yes, you should remove any cementious material placed there and in its stead, caulk thoroughly (something the homebuilder should have done).
