I noticed the America's Top 180 has a whole bunch of sports channel through the ppl from FOX. So if I'm from Philadelphia, I wont be able to see the ones from the West, Midwest, and South? Even though it says they're all available through their top package, I'll probably get like 1 channel related to the east coast?

Anything above the Top 60 Plus is eligible for an RSN (based on location).
You can subscribe to a package which makes you eligible for all RSNs.

Wrong you will not be eligible for all of the RSNs if you subscribe to that package. You may be able to catch the pregame & postgame shows and the occasional college sports game but the professional games (and sometimes even the replays) will be blacked out.
Insofar as the op's question goes you will be able to get whichever RSNs you are eligible for in your area as long as you subscribe to America's Top 60 Plus or above.
I never said anything about blackouts. What I said was correct. You get those channels with the package.
