question for anyone who plays Fortnight

So I did a little Googling but I'm curious here. I only played the game 2 times for about 10 minutes each, and maybe I don't have a grasp on it. Both times I played I encountered a person crafting or whatever they were doing. I ran around for like 20 seconds, and watch them build or whatever, they clearly saw me and neither shot at me. These were 2 totally different guys on different servers. This is a shooter and I've never played one where they don't start blasting you on sight. Did I just encounter 2 oddballs or are there some sort of unwritten rules where you're not supposed to just shoot everything that moves instantly? I really don't understand this game honestly, and I don't know anything about it, so maybe it's not a free for all slug fest? This seems like it should be an obvious thing but this is the 1st shooter where I've ran into dudes who didn't shoot me so I'm confused.

There are a bunch of different game modes. Were you in the normal battle royale mode? The first dozen or so games is usually full of bots until they have an idea on your skill level then the SBMM kicks in.

Definitely doesn't sound like any fortnite game I ever played.
