question: cell phone for free?

i just saw in the BB ad that there are cell phones for free. do i need to activate to get the rebate or can i just buy the phone for free and "how on to it"?
 
It's free after rebate, when you agree to a 1 or 2 year contract, usually. They don't just give away free phones to everyone.
