Question about XP home upgrade??

Can this upgrade be used like a full version like 98 and ME was where you just have to verify that you have the OS or do i have to have the OS(98 or ME) already installed?

If you want to do a "clean" install, you boot from the XP CD, and there will come a time when you have to "show" it your base CD so it can "sniff" it.
