The thing is having a dual rail PSU doesn't really help if you have a load that is greater than the rails divided up. But since you're considering an X1950pro which uses considerably less power, I wouldn't worry about it.
I believe your dual 15a will suffice but depending on how the rails are divided, you may find that you get 'better performance' or better stability with the graphics card on a particular 'rail' over another. I'm not absolutely sure how dual rail PSUs are split up so I can't advise you on anything.
What I think you should do is get the card, install it, bench it and if the system isn't crashing when you play games or doesn't have piss poor benchmarks or HUGE dips in FPS when playing games, I'd say it's safe to say your PSU can handle it.
