Question about webcam and USB 2.0

Ok, im getting a webcam for my mom who only has a 700mhz Athlon and USB 1.0 The webcam im looking at (below) says its interface is USB 2.0, this might be a stupid question, but im assuming she wont be able to use it? Or can it default down to 1.0? Thanks
