Question about voting & state of residency

I've lived in California my entire life but next month, I'm going to start college in Georgia. When it comes time to vote in the 2008 presidential elections, would I vote absentee in California or in Georgia?

I haven't registered to vote yet since I'm only 17 (and won't turn 18 until April 2008). Which brings up my next question: I know a few states have thought about it but I haven't heard of bills being passed, but if I'm 17 during the primary elections but 18 during the general elections, can I still vote in the primaries?
 
Sorry but you will have to miss the primaries. You can't register to vote till your 18 so you can't vote till your 18. You will not have enough time to establish resiency in GA so you will have to vote absentee in CA. Check on line to find out how to register for an absentee ballot in CA. They will end up mailing your the ballot or you might even be able to vote online though i doubt it.

Enjoy emory. Its a beutiful campus. I did roof work on the cancer center there. The building just behind that, or next to it, there are grey metal things that look like large gurders sticking out just under the roof line. I manufactures those myself back when i worked as the shop supervisor for a roofing company down there.

You need to check the rules for the states.

I'm pretty sure you can change your residency to GA immediately upon moving there. In many states when you show up at the DMV (to get your GA driver's license) you can register immediately to vote.

I live in NC, here you can register (and I believe vote) when you reach 17 1/2 yrs old.

Be careful... some states/districts will not allow you to vote absentee if you have never voted in person before.
 
Alright, I guess I'll be a California absentee voter.

I live in the 26th Congressional District in California (Los Angeles County). I'll check the regulations later (I can't seem to access the website right now).

As for if I can get residency in Georgia: wouldn't it be kind of hard? My address will change every year (based on my dorm assignment), plus I'll be in California from mid-Dec to mid-Jan and from mid-May to late-August (where I'll have a permanent address at my parent's house here).
