Question about voltage lines on Enermax 465 and Epox 8KHA+

What would be the difference in my BIOS between the "+ 5V" reading and the 5VSB(V) reading? One is at 4.6 and the other at 5.4, both are quite out of spec, it seems, but I don't have any stability problems. Any thoughts about how I can be operating at almost 10% out of spec and, further, what the difference between those is and what the effect on my PC could be?
