Question about Vista

I not quite sure I understand how the Home Home Premium for System Builders OEM works. Specifically this: http://www.newegg.com/Product/...x?Item=N82E16832116204 Which seems to be incredibly cheaper than the retail full versions.

Is this the full installation of Home Premium? What does it mean by "cannot be transferred to another PC once it is installed"? Does that mean it has a one time only installation/activation process and cannot be installed on any system (including the one you first installed it in) afterwards?
 
OEM Windows Vista is the full version. It can only be installed on a "blank" hard drive. You can't use it to upgrade a prior version of Windows.

After you've installed and Activated it, Microsoft's EULA states that you can't move the license to another motherboard. You can always re-install the OEM Vista back onto your same motherboard.

Ok, so when I activate it, my computer sends in my mobo info to MS? so it checks if it's on the same system accordingly to the cd key if I want to re-install?
 
I highly doubt mobo information is being sent back to MS in any way.

Which would mean it's more than likely you can install the OEM Vista on your new PC when you overall it again in a couple years.

Main reason why i wouldn't anticipate any issues is because w/ OEM versions, if that was actually the case, everything John Smith brought his PC in for a repair that involved replacing faulty components, it'd be an activation nightmare for techs.
