Question about Virus and Sercurity.

I recently recived a email with Sircam virus

I deleted the email alone with the files that were spawned after I opened email.
I downloaded latest virus def and scaned but it does not detect any infacted files.
I downloaded Sircam cleaning program from Symantic and it also says nothing is infacted.
I don't know if I should still wipe out my hdd and reinstall windows etc...

One question i want to ask it how to protect my computer from other ppl remotely accessing.
I don't know what the computer term for that one , i heard that with some kind of virus, other people can get information from my computer/monitor my activities, etc...
What/how need to prevent this?
