I have a video and I want to convert it to a higher resolution. So far, all google searches have pulled up nothing. Is there such a program that can do this?
You can do this with just about any editing/conversion program. Just set the resolution you want. However, I will warn you that upscaling a video will result in lower quality overall. If you want a free program to do this, just use Virtualdub-mpeg and convert to DivX.

I am making a gaming video. I am currently running at a in game resolution of 1024 x 768 and I had to adjust Adobe Premiere to fit it. Some dvd film footage I want to import is at a lower resolution, 700'something x 400'something. So when I import it, it is a bit smaller and doesn't fill up as much of the screen as I want it to. I am attempting to find a program to up the resolution of this movie footage so it can fill up more of the screen while I try to maintain as much quality as possible.
I currently have the virtualdub-mpeg version, I'll check it if it has the capability.
Instead of increasing the res of the dvd video footage, I have lowered the res of the FRAPS recordings. It's perfect, there is neglegible quality loss, if ANY.
