Question about vid card upgrades

I currently have a EVGA GTX 970 video card & Intel i5-4690K

My current monitor is a 5 yr old Samsung 27"

I'm not a huge FPS gamers, but I do love me some pretty graphics!

Would it be better to upgrade my video card (if I can with my current setup) or would I get better results with a new monitor?

Budget is in the $400-450 range, max.

Are you willing to turn down sliders? The logical move for overall image quality improvement would be move from 1080p to 1440p. 1440p is over an over 70% increase in pixels so the performance needed is substantial. However an overclocked 970 will do very well at 1440p even on the latest titles. A steady 60FPS on max settings at 1440p on the most demanding titles? Definitely not.

So, at this point in time, I would advise against investing more into 28nm GPUs. Artic Islands/Pascal are just around the corner, relatively speaking. Making the move 1440p would be my vote.

Any monitor preferences? 120Hz+? G-sync? IPS? Brand?

XG270HU is great, fits perfectly into that budget. There are other panels as well, but it just depends what you want out of a panel.
 
Honestly, I'm not super knowledgeable on PC monitors. I just want a better visuals.

The response time on my Samsung is 5ms, I think. I've read that monitors with 1 or 2ms response times would give a much better "gaming" experience.

Would this be true?

As for IPS, I'm not entirely sure what the benefits are.

don't do anything right now. wait a min of 12 months and check if the next gen gpus are release or not. your setup is more than enough for current games.
