question about verizon wireless long distance

i want to call someone thats on the verizon family plan which offers unlimited call within the USA. however i live in canada and was wondering if verizon will charge my friend in my usa if i call him from my house here in canada?
 
so there will be no long distance charged to my friend's cell phone? because on the verizon website it didn't mention anything about international phone calls.
 
if you are in canada and are calling ur friend in the US, he will not pay anything extra since he did not intiate the call, if he was in canada with his verizon phone he would pay roaming, but if hes somewhere where its free to use the phone then there is no fees since he is receiving the call.

my friend only has a cell phone, no home phone. so you guys are talking about the cell phone right?
