question about using 2-way radio

Hi to all in US,

I have a question regarding the use of 2-way radios (walkie-talkie) in US. Most of these in the present market are using FRS/GMRS frequency. But GMRS requires a licence which costs US$75 for 5 yrs per person, and not applicable to foreign government agents, so can I still purchase and use them? Or can I just ignore the licence and just buy a set and use it? How stringent is this law? Will I get caught for not possessing a licence for the use of GMRS radios? Coz' back in Singapore, there is NO such licence/law. Just buy and use.. You guys in US using any of the mentioned?

P/s: FRS--->2 mile range/0.5Watt; GMRS--->5 mile range/1.0Watt

FRS requires no license, I imagine you could export them.

Not sure about the other type.
