Question about USB keyboards...

I was wondering if newer motherboards allow USB motherboards to function in non-windows mode, such as when changing the bios. Right now with my old abit bx6 mobo I can use a usb keyboard but it only works in windows, not in dos. So I can't do anything to the bios unless I hook up a ps2 keyboard also. Same goes with my mouse. My usb intellimouse explorer only works in windows. I have a second mouse which is a serial mouse hooked up so if I have to go into safe mode or into dos it works.
 
Recently my PS2 connector on one of the BX Soyo motherboards stopped working. I hooked a USB keyboard and it worked fine and I was able to fiddle with my BIOS without any trouble.
