question about tv tuner card

I have a couple questions about tv tuner cards I hope someone will help me with. I was looking at the Ati Tv Wonder VE pci card and I was wondering can you use your tv like another monitor? Or do you have to get a graphics card with dual monitor hook ups It also says it's a video capture card can you rip vcr tapes, dvd's and put them on cd's or dvd media? I'm pretty sure thats what that means. If not let me know. Also another thought can you use a graphics card with tv output and use the tv out for a tv monitor? And yes I'm a newbie!

You watch TV on your monitor. By pluggin a VCR into the input, you should be able to rip VHS. Ripping a DVD invloves a piece of software and a DVD-ROM drive. By using TV out, you can watch whatever would be on your monitor on your TV.

Sorry this is just a general question maybe just a confirmation, but...

Do all TV tuner cards have Video In? (For Recording VCR tapes)

Also is it possible to hook up a console, such as n64 to a computer monitor if you have a tv tuner card?

99% of tv tuner cards have composite in. the tricky part is the audio. you usually can just use the common connecter where it has a\v, forogt the name.. but for somereason, my composite gets better feed.. also, some tv tuner cards, have mono audio. stereo sounds much better IMO.
