Question about Texas State Budget

Currently im doing my final exam review for my poli sci class. I cant seem to find the answer in my notes or book. Which member of the Texas executive must certify the state and budget?

With google i think i got the comptroller of public accounts. Classmates are saying the governor or attorney general. Anyone know?

The Comptroller of Public Accounts serves as the state's fiscal officer and is responsible for both estimating the revenues available to the state and for establishing and controlling the appropriations made by the Legislature.

The question doesnt say what aspect of the budget he needs to verify. Im leaning toward A. Anyone have any thoughts?
