Question about Texas Hold 'Em..

Who is the first one that starts the bet after pre-flop, flop, and after the turn and river?

Is it always the person to the left of the big blind?

I'm pretty sure it's the person sitting immediately to the left of the button for all bets after the flop. The only time it's the person to the left of the big blind is in the first round of betting i.e. pre-flop.

The person to the left of the dealer always starts the bidding. With blinds it's just that the first two pre-flop bets are forced.
