Question about Swiftech MCX4000 installation

When I install the standoffs and secure them with hex nuts under the motherboard, are those hex nuts supposed to reach all the way to the motherboard or is there supposed to be space between them and a motherboard, so the standoff with the hex nut is loose? Thanks. And am I supposed to use the washers anywhere?
 
If the hex nuts are nylon hardware, it is safe to omit the washer. They should be firmly tightened so nothing spins. I recommend using a threadlocker on the standoff threads so the standoff won't spin if you have to remove the heatsink later on.
