Question about streaming..

I seem to have a problem with every stream I try and watch. It always buffers. My download is constantly at 500-600 kbps, my upload is around 200-300. But at home I never had problems with streaming and these speeds were even lower. I'm in a dorm and I always have problems with buffering. It doesn't matter if the stream is at 35K or at 450K, it always buffers and even when I do get video its not in sync with the sound. Is there a logical explanation for this, and any way to fix it?

They may have some QoS on the school firewall that scales bandwidth down for streaming video. They would do that to discourage users from streaming. probably not much that can be done either. sorry.

Sounds like a packet shaper that is limiting streaming media. Its pretty standard practice.
