Question about steam cd keys

If one were to buy, say a used copy Half Life, off ebay, how is he suppose to activate the game? The cd key would've already been used and won't work in steam.

The best solution: Don't buy used steam games.

You pretty much can't transfer games. You can buy a used account, but not the games out of it.

one shouldnt do that these days. and selling steam accounts is against the aup.
