Question about sound card

If I have a sound blaster audigy card in my desktop and an on board sound card on my laptop, will the mic inputs record the same quality sound? i know the output will be better on the audigy, but if they both show the same decibel levels and record at the same bitrate, will the recording be the same?

Generally I would say that depends on the quality of the sound cards and mics being used. I would say that the sound recorded on the desktop will be better then that on the lap.
