Question about someone stealing someone's credit card/identity and running up a bill

There's a guy i know who's in trouble because someone ran up a bill on a credit card of his. The credit card company sent a credit card to his previous apartment that he lived in and someone stole it and ran up $3000 in charges. The company sent a debt collection agency after him and they're suing him for the charges. Isn't it federal law that they can't do that if he didn't run up the charges? Anyone know the law by any chance? I want to help this guy out.

He needs to contact the credit card company's fraud departmen.

I think he talked to the credit card company/collections agency already... doesn't it seem weird that they'd go after him though?

Happened to me. $5570.00 worth of charges and I never lost my card.

Follow the Credit Card comany's procedures and although it may be a hassle, he shouldn't be liable for anything.
