Question about Socket 423-478 coverters?

My friend has a Dell 8200 from last year, with a 1.7 Ghz socket 423. His parents don't want to get a whole new computer (too much money), so how would one of these converters work with the dell?

He wants to get a 2.6 400Mhz P4 and one of those 30 dollar adapters. Should it work fine? Thanks for any input.
 
My strong advice would just to get a powerleap bundle. It seems that powerleap will sell the adapter with the CPU and it seems that powerleap is the only adapter that does voltage conversion. So the powerleap is 100% compatible with any Socket423 board on the planet. This isn't true of every adapter.

2.4A should be plenty.
