the memory that you are buying is the combination of memory chips soldered on the pcb to create a memory stick

It's hard NOT to find dimms manufactured with Samsung chips, but common to find dimms not ASSEMBLED by Samsung. The Samsungs sold by New Egg are genuine Samsung dimms. It's not the best right now, but it's supposed to run 200 MHz CL-2.5, and it's cheap. Some will run 166 MHz CL-2:2:2. Mine will run 166 MHz CL-2:3:3. I'm running it at 180 MHz CL-2.5:3:3 on a KT333 board.

From what I've read, Winbond makes 5ns chips, which are the best available. Winbond's 6ns chips are supposed to be faster than Samsung's. A quality dimm guaranteed to run 200 MHz or higher at CL-2 is going to cost a good bit more than Samsung OEM. Look for a guarantee, and expect to pay for it. If you don't have a guarantee, don't expect much more than the advertised timings. I think the Samsung PC2700 is guaranteed to run 133 MHz at 2:2:2 and 166 MHz at 2.5:3:3.

PCB = Printed Circuit Board. Its the physical silicon (glass) with embedded traces to which components are soldered to.

TCB3 are the markings you should be looking for to make sure you are getting Samsung PC2700/DDR333 chips.

Samsung chips are easily identifiable on the chip module itself. "True" Samsung memory sticks are when both the memory chips and the PCB are made by Samsung. Look at it this way, nVidia makes the GeForce chip, but Asus, Leadtek, Abit, Visiontek etc. make the PCB (the physical card). The performance difference may not be as great as with video cards, but you can see where the quality of parts used (not a huge difference with dimms) and board printing quality can come into play. That being said, True Samsung dimms tend to perform better than 3rd party PCB makers.

All the DTL, CTL etc. markings are for RAM options like ECC, registered, cas 2.0, 2.5, 3.0 etc. I'm not sure off-hand, but you should be looking at cas 2.0/2.5, non-ECC, unregistered unless your mobo specifically requires it. Search google for tcb3 and you should get OCing results. Also check the Samsung website for specific PCB markings as it tells you exactly which one meets which specs.
