don't they normally try to negotiate starting at a lower rate?
Sure, but say you're being underpaid by 20% at your current job and you're trying to find a new job that will compensate you properly. With that knowledge, they could offer you 10% more, but you're still underpaid by 10% of where you wanted.

Those are the type of companies you want to avoid working for. Top companies have a set budget based on what talent they need and will pay you "market." I am not going to lowball someone only to have them quit in 3-6 months after I've invested in and trained them.
