Question about Rhetorical questions

doesnt Rhetorical mean that there will be no answer? me and my sister are arguing over it. she thinks that rhetorical means that you DO answer, where i say rhetorical is where you DONT answer because its almost "given"

need answer ASAP

thank you, i have just BEGUN to rub it in. she was just telling me how happy she was she made it into the NHS! hahahaha

NHS is for weirdoes. they were full of people who thought that they could get into a better college because they were in it...boy were they wrong.
