question about reverse osmosis filters

I don't understand...you always need one inlet for the "dirty" water, and two outlets, one to give you the clean water, and one to expel the even-dirtier water. If you don't have the waste tap, the water will become dirtier and dirtier and it will be harder and harder to "squeeze" the clean water out of it.
 
something like a switch if that is possible



EDIT: i didnt realize the 2nd was for waste water i thought the filtered water came out of the 2nd line
