Question about refresh rate and screen size

I don't know what I did, or if my computer is doin this itself. I played cs fine a few hours ago and haven't messed with any of my settings since. But anyway, when I go into a game my screen size gets smaller. So i went to my desktop and into the monitor tab and my refresh rate was at 75 instead of 85 which I set it at. So I switch it back. Then my screen gets smaller, so I make it bigger (my screen has never done this before when I changed the refresh rate). Then in games it still messes up. What is up with this? Thanks
