question about RAM

I've got a friend who's got a Slot A Athlon running 100 Mhz memory bus. With memory prices so low for PC133, if you run PC133/Cas 3 generic memory at 100 MHz (thus underclocking), can he then push the latency to Cas2? I would tend to think so because you can overclock higher if you lower the latency, but I'm unsure whether the 33Mhz difference is big enough to warrant the latency change. Any help is appreciated!

Depends on the quality of the memory and the way the motherboard handles memory timing. An example: I have a stick of PC133 CAS3 memory that when run in a socket 7 board at 100MHz, will only run CAS3. If I put that stick in my TBird system at 133MHz it will run CAS2. Bottom line, you won't know till you try.
I've found 3DMark2000 will find memory that can't take the speed, rather quickly.
