Question about RAM and pagefile

Just out of curiosity, why does Windows use a pagefile when there is RAM left?

I was looking at my system stats while doing some encoding, and there's always so much RAM open while a pagefile is being used. Since RAM is faster that the pagefile (essentially HD space), is this inefficient?
