Question about property rights/laws

If there is a very large tree growing in the backyard of your backyard neighbor, and the tree is so huge that it has gradually spread its roots over the past few years to your yard and is uprooting your brick wall (in addition to shedding endless amounts of pine needles onto your backyard that you need to clean every week), what's the best course of action to take? The owner of the aforementioned offending backyard (who is a real estate broker, if that means anything) is coming over to talk tomorrow.

Just looking for some advice or information about whatever rights might be useful to know.
Also...if one wanted to file a complaint...where would be the best place to do so?

i think you can rip the roots up to the fence line. also you can trim the tree back to the fence line

Correct. But you can't kill the tree in the process.

I'm interested in this too. My neighbors got a black walnut that I trim back to the fence up to 15 feet up every year. For the last 5 years I've had to clear the new limbs out of my power and cable lines, they just keep growing back, not to mention the trash this tree drops in my yard every year...
