Question about programs

I'm setting up the software on a new build. I was just going to use MSE as an antivirus(after years of using AVG I just want to use something new), and Comodo Firewall (I used Zone Alarm...but I've only seen scornful comments about it as of late). One of the things I want of a firewall is to block programs from "phoning home" or accessing the internet when I don't want them to, and I found this extremely easy with Zone Alarm. I've heard that Microsoft Firewall doesn't let you block absolutely everything you may want to, so I was not going to rely on that. Does the Comodo Firewall allow you to block anything you want? If not, what would you guys recommend?
