will a Pentium 955 Extreme ed W/ dual core tech processor effect my soon to get ati 1900 xtx's preformance

Not really, your video cards performance isn't going to be drasticaly effected by any modern CPU. I mean if you were trying to run it with a pentium 3 it might get bottlenecked, but for gaming, the video card itself is the primary bottleneck.

btw my friend was just about to buy a 7800 gtx and he had a pentium 3 running good thing i stopped him

He wouldn't have been able to use it anway..there is no way there is a pentium 3 motherboard with PCI express..

even still, why would he get a 7800gtx in the first place? I would just wait untill 7900GTs are avalible again..

i suppose it would affect it, if the board you are running now has like a celeron 2.53 in it or a sempron 2500 or something like that.
