Question about paypal stop payment

Ok, I'm looking at buying a rather expensive item off of ebay. Today I got outbid, and shortly after got an e-mail from an ebay member through ebay stating they had the same item but for a much lower price. If I were to pay them via paypal, what kind of insurance can I/do I get? I was reading on the site, and it didn't sound like you could stop a payment unless the payment was the result of an ebay auction. Is this true? Is there anyway to make a payment and then stop it if I don't get my item, or the item doesn't work? Thanks!

Does anyone know if you can stop a payment through paypal, even if you didn't win an auction on ebay?

Ask yourself this... Why would he is the seller go through the trouble when he could easily list the item himself and get at least what hes currently asking you for it? Even if its a 1 day auction, he can tell you the day and you'd at least make a bid.... Its a scam.... Did he give you his ebay handle at least?

Yes, I think it is very strange that some one would do this. However, it may be legit. He did send his ebay id along with the e-mail (since the e-mail was through ebay). He doesn't have much feedback (14) but they were all positive. However, I just noticed that he was buying in all of them. Also, there was a disclaimer sent by ebay:

This email was sent by an eBay member via eBay's email forwarding
system.
If you reply to the email, your response will go directly to the member
and
not through eBay.

If this email is an offer to sell you an item without winning the
listing
on eBay, please report it to us at
http://pages.ebay.com/help/policies/rfe-spam-non-ebay-sale.html.

Tell him to put up an auction with Buy-It-Now (maybe a little bit higher, just to "compensate" the eBay loss), and you'll purchase it at that price.

Otherwise, theres no security in randomly sending your money via Paypal, and you have to go through the mess of claiming fraud, etc etc. Either that or call his bluff and tell him you can have someone pick it up locally.

Dude, that's hillarious, I just got a new job, and one of the workers there told me a story about buying 18 tablet pcs from some dude in romania, and not getting them, and having to get the romanian "cia" in on it to bust the guys (it was a bunch of crap). I don't know you do I?

Tell them to list it on ebay with some obscure title, then give you a link to it with a buy it now option at the price you agreed upon. THen buy it. THat way you can get them if they auction something they don't have.

When it comes to ebay, if you smell scam it likely is.

I've done something similar, though that was asking a seller who was dealing in DVDs I wanted how much I could get one direct for. Had them issue a Paypal invoice for the agreed amounts. All worked out well there at least.

i warned ebay about a seller with 7 positive feedback selling 200 xboxes/ps2's for $25 each! ebay never cancelled the auction and the fraudulent seller ripped off 200 suckers, u can bet it won't show up on ebay's fraud count because $25 is below the deductible for fraud reports. oh and the seller unregistered himself after the auction close of course... although the bidders would have to be morons to think they'd actually get it, they must all use AOL

I usually mess with ebay because they have things for sale that are cheaper than local.

And when I do buy something I never buy a high priced item from someone with little to no feedback.

Fourteen feedbacks and with him being the buyer in all, it sounds very very fishy, especially since the item is a high priced item.
