Question about passport application submission

I just submitted a passport application at my local city hall, and the woman who administered the oath and checked my forms said that they need to package my birth certificate in with the passport application. She said I'll get it back with the passport, so it's not a huge deal, but it caught me off guard.

Is this standard procedure? I did a lot of research about applying for a passport and I never read that they actually take possession of your birth certificate.

how else could they do it?

it isn't like you can't get another certified BC
 
My wife sent hers in last month and received her first passport as well as her birth certificate on Monday.

I figured that the Dept. of State relied on the approval of the local official when issuing a passport. I guess it makes sense; they want to verify your citizenship at the federal level too.
