Question about partitioning drive

I bought a 200gb HD a couple weeks ago and it's reading as 128gb instead of 200. So I went and downloaded the sp2 files and all that other stuff to fix it but it didn't work I remember someone telling me it should work if I repartition the drive. So my question is once I take all the stuff off the new drive how do I partition it?
 
For what OS do you want to do this? Windows XP? Linux? DOS? Windows XP install gives you the option to create partions and format them (FAT32 or NTFS) in the beginning of the install (my advice is to slipstream SP2 into your install CD). If you already have Windows installed, you can use Administrative Tools -> Computer Management -> Storage -> Disk Management.
