Question about parlimentary procudure

Last night at a committee meeting, we were reviewing something. It was motioned to open debate/discussion on it. It was decided that a 10 minute recess was needed to review the document independently. The chair was about to cal for a recess when it was told by someone else that it couldn't be called. Everyone had to withdraw their motions so nothing was on the floor, and a recess was called.

When can a recess be called? At any time?

It depends on the bylaws, but chances are Robert's Rules of Order are in use.

It has been a long while, but I am pretty certain a recess can be called while other motions are on the floor; however, the chair can not just call a recess. According to the chart linked to below, the person with the floor must make the motion to recess, it must be seconded, and then win a majority (it is not debatable with business pending).

Any public library should have a copy of the book, it is a must read/must have if you are interested in this sort of thing.
