Question about PAL DVD's

If I have a PAL DVD, is there any way to play it, or possibly somehow convert it? I'm really not sure about this, so I apologize in advance is this is a dumb question.

Many cheapo DVD players can play Pal DVD's. My $30.00 AMW from CC is region free and plays Pal DVD's, out of the box.

And the $40 buck cyberhome dv-300 carried by sams and walmart also.... I have a couple european dvds I play with it...
