Question about OEM Serial

Quick Question,

Can I use a WinXP home serial from my parents defunct Compaq on their new computer or will it refuse because of a hardware change?

OEM licenses are not transferable to new machines, so no, you need to purchase a new copy of XP.

i've seen OEM serials work on home builds and activate with no problem

In the US, this is true. You can transfer licenses as much as you like in many other countries, for example in the EU. I do not know about Australia.
