question about my new system build

i got my new system put together, but when i boot up, the lights on my optical drive and my floppy stay on, and i cannot open my cd drive to format my drive and install windows. help?

Antec Neopower 480w PSU
Antec SLK2650BQE case
 
Well for your floppy drive, you have the cable on backwards. Been there, done that 😉. Floppy drive cables are (unfortunately) reversable. Not too sure about your CD Drive.
