I'm applying for my first job...just an ice cream maker/scooper job (im 17). It is asking for desired starting wage? Should I put my minumum wage(7.50), or a little bit above? Anybody have experience with this. I will be receiving tips as well. The website says they have "competitive wages" if that gives you a hint at anything. Obviously I want $30 an hour but Im not getting that. Anybody have experience with this?

Can't really tell you much about this type of jobs.

Here are a few things to consider:
1, How much business does that place have daily, what are the percentage of people tipping, how much of the top do you get to pocket?
2, What do they pay their current hires.
3, Are you going to be part time or full time, does the position give you opportunity additional duties and responsibilities that can justify higher hourly rate.
4, Do they require you to work weekend and nights? Holidays? Usually these are grounds to ask for additional compensation.

Tell them you are looking at the range of x amount but you are also open to discuss other offers that they have in mind.

On the other hand, just go to another ice cream place that you have no interest to work for and ask them straight up how much they pay their people, at least you can refer to your compensation request by stating that such and such place is offering this rate.

another question...do your references have to be work references? For that matter do you think I need to even list any?
Can I list my girlfriends mom or something? Or should I list someone I volunteered with?

It would be better if you could list some teachers or coaches for references.

Give them school teachers, even neighbors as reference if they really want it.
Be honest with them about its your first job, don't make things up.
