Question about making webpages (specifically in dreamweaver)

Lets say the main page has 2 boxes and a bunch of links on the bottom. All information is to be displayed inside the two boxes. Each link will display new information in one of the two boxes. Do I have to use frames or inline frames to do this? What is the easiest, most efficient and compatible way of doing this?
