Question about LCD scaling/aspect ratios

Specifically, I'm talking about the Viewsonic VX2025 (16:10) and am wondering if you can choose whether or not you want the image scaled. I don't want a 4:3 stretched across the screen. I know I can do this on my laptop through the display properties. Is this an ability of the video drivers, the monitor, or both?
 
can be video driver, monitor, or both!

for me my monitor can't do it, but my video card can if i use DVI
