question about japanese tv/people

i just got through watching the sicket s**t of my life over at consumptionjunction.com. now, they have some sick stuff, but this took the cake, enchilada, whatever is the sickest this is sicker.

my simple question is this, why is it that japanese tv shows or videos show everything but scramble some of the images of the private parts. for example, they show a woman urinating but won't show her ummmm, it is scrambles. it's ok to urinate on tv but not to show the bum?

also, why is it that anything that is nasty the japanese can make sicker? americans do some nasty stuff, but it pales in comparison to the japanese.
