Question about IBM CELL

I know that the prototype CELL that was shown at the International Solid State Circuits Conference 2005 contain 1 PPE and 8 SPE's core and was running at 4+ghz. Here is my question, does each core run at 4+ghz, or does the 1 PPE and 8 SPE's together form 4+ghz in speed?

The entire Cell processor runs at 4 GHz, same as a dual core Opteron runs at 2 GHz(for example), not 2x1.
Clock frequency doesn't scale like that, 2x2 GHz != 4 GHz.
