Question about HTT

I have an Asus A8V with cold boot issues. Setting HTT to 600 seems like it may solve the problem, but is there any way to attain full CPU speed with this HTT setting? Default is 1000 in BIOS and that gives me 2000MHz on the CPU. With HTT at 600, the CPU operates at 800MHz. BTW, I don't want to run my RAM higher than 200 because I don't think it can handle it.
