Question about HSF's performance

I have a XP 2100+ that I don't plan on overclocking. I want to keep my box as quiet as possible. I bought a SLK-800 to use on the cpu. My question is, will the SLK-800 combined with either a Vantec Stealth or a Panaflo L1A be enuf to keep the cpu in the mid 40's?

I am positive that the SLK-800 is way better than the stock heatsink that comes with the cpu. Also, the stock fan pushes about 22 cfm [correct me if I'm wrong] while the stealth and panaflo push about 27. So by the numbers it should be better than the stock HSF, but does anyone have experience with the setup or anything similar to it?

I started with a Panaflo, but it didn't provide the airflow volume to keep my system cool in intensive processing.
Went through a whole series of fans befoe settling on a Y.S. Tech Adjustable
On those rare occasions that it does start to heat up, just turn the knob to increase cooling, then turn it back down when finished.

26C System Temp, 45C CPU Temp @ 3,800 RPM
I can't hear the CPU fan, but do hear the P/S.

Couple quick questions for you:

1] Do you happen to know what the dBa's is at 3800 RPM? All the pages I see just give ranges of dBas.
2] Do you have any case fans in your box? If so, how many?
3] What mobo do you have? I wonder b/c I hear that some mobos measure the diode temp and others measure the cpu house temp.

1) dBa level would be somewhat less than 30, maybe 28 ~ 29 (Estimate)
2) Case fans = 1 80MM exhaust just below P/S, & 2 in front, filtered. PC-7
3) I use an Abit KX7-333R, probe is under CPU in contact with base.
