question about how to use the forum

Is there a way to tell if someone has read a PM? I know you can see the last time a member was online and logged in but is there any way to tell if a PM that you sent has been read?

why aren't there read receipts anyway ?

though I know in some implementations, the system actually asks if you want to confirm the read receipt which kinda makes it pointless ...
